[master] Relocated various UNKNOWN_CHUNK macro definitions 

outside of the PNG_READ|WRITE_ANCILLARY_CHUNK_SUPPORTED macros and
updated CHANGES and ANNOUNCE.  The definitions were actually relocated
in the previous commit but I forgot to mention it.
